Spent fuel receiving and packaging facility conceptual design report

The United States Government has announced its intent to indefinitely defer chemical reprocessing of spent fuel from the nuclear power industry. To implement this decision, the Department of Energy (DOE) has established the Spent Fuel Handling and Packaging Program to provide a means of encapsulating light water reactor (LWR) spent fuel in a package that will be compatible with the selected surface storage mode (drywell) or with one or more of the geologic repository concepts presently under consideration. Rockwell Hanford Operations (Rockwell) is responsible for overall program management which includes the conceptual design of the Spent Fuel Receiving and Packaging Facility described in this report. This facility is to be licensed by the Nuclear Regulatory Commission (NRC). The Spent Fuel Receiving and Packaging Facility, sited adjacent to the 200-West area of the Hanford Site as the design reference, provides for encapsulation, within a 15-year period, of all LWR spent fuel assemblies which will have accumulated as a result of commercial nuclear power plant operations through the year 1990. The facility described in this report is also adaptable to an independent site and a physical description and cost estimate are given for a hypothetical independent site as well as for the reference Hanford Site.
