NRC unveils new requirements for emergency response facilities

The Nuclear Regulatory Commission (NRC) is requiring four different new facilities on the basis of what was learned after the Three Mile Island accident. Emergency facilities now call for a Safety Parameter Display System (SPDS), Technical Support Center (TSC), Emergency Operations Facility (EOF), and a Nuclear Data Link (NDL). These are intended to make sure that emergency responses are actually carried out. The SPDS, TSC, and EOF requirement had been issued in 1979 for installation by January 1, 1981. Plants which had these facilities underway will be penalized by the additional requirement of the NDL, but the NRC promises a case-by-case review of problems. (DCK)
