Offsite nuclear emergency plans needed or units face possible shutdowns by NRC

The Nuclear Regulatory Commission (NRC) is considering a ruling that will force nuclear power plants to shut down at the end of the year unless offsite emergency plans are adequate. The nuclear industry and emergency planners claim that NRC is not allowing enough time to meet the warning requirement, but the Three Mile Island accident emphasized the immediate need for better warning and evacuation plans for residents and better communications between the plants and officials who must deal with a public emergency. Plants sited in urban areas will have difficulty meeting the criteria. The President designated the Federal Emergency Management Agency (FEMA) to help state and local governments develop emergency plans. Several key changes in nuclear power facility licensing and operations are proposed in the new rule to require prior planning for emergency response. Arguments and discussion from workshops around the country reflect the concerns that the industry and planners have in meeting the NRC's proposed criteria. (DCK)
