Notification of marine casualties

The U.S. Coast Guard (USCG) invites early public participation in the development of regulations which would require owners, masters, agents, or persons in charge of certain U.S. tank vessels experiencing marine casualties within U.S. waters or within a certain number of miles of U.S. coasts to report those marine casualties to the USCG immediately. The USCG is considering this regulation to better protect the marine environment and resources of the U.S. Application of such a system to foreign flag tank vessels in a manner consistent with international law is being considered. Comments should be received by the USCG on or before 6/1/79.
