Monograph 7E includes the legislation establishing a Synthetic Fuels Corporation as specified in the Energy Security Act of 1980. The Act authorizes a corporation to provide the financial assistance necessary to promote commercial development of synthetic fuels. The assistance includes purchase commitments, price guarantees, feasibility study grants, and cooperative agreements for synthetic fuels. Assistance is indicated for biomass and alcohol fuels as well as synfuels derived from fossil fuels. The legal implications of the enabling legislation are summarized by section. (DCK)
