The Synthetic Fuels Fiscal Responsibility Act (S. 1538) scales down the synthetic-fuels assistance program as part of the deficit reduction process. Because poor management has made the Synthetic Fuels Corporation on inappropriate institution, the DOE will assume responsibility for the reduced program. A further purpose of the legislation is to continue the development of alternative fuels that will enhance US energy security and improve the balance of payments by reducing dependence on imported oil. The program will provide limited support for synthetic fuels plants and for evaluation and commercialization projects. The changes in government support will affect loans, loan guarantees, purchase agreements, joint ventures, and other forms of assistance.
