Witnesses at a two-day hearing on S. 2305 included Wilbur D. Campbell of the General Accounting Office, Under Secretary of the Interior Donald P. Hodel, and 12 others representing energy industries, Indian tribes, and interested private and public groups. The legislation to improve the collection of royalties due from federal and Indian mineral leases addresses a long-standing problem of irregularities that range from incompetence to theft. Witnesses were asked to evaluate the bill, with attention to whether section 12 exceeds legislative intent. William P. Pendley and Undersectretary Hodel reported actions taken by the Interior Department in response to the Linowes Commission recommendation of better enforcement. (DCK)
