Are you getting mugged at your meters

Utility thefts, complicated because meters are unsupervised, are increasing as service costs go up. Many utilities are unaware, unable to quantify, and often unwilling to acknowledge these thefts by customers. The author reviews utility records to determine the extent of unaccounted energy and proposes ways to alleviate the problem. These include proper investigation and reporting of theft incidents in order to categorize them and develop appropriate prevention devices and programs. New approaches to the staffing and financing of these programs are recommended. Strategies to reduce theft would incorporate sealed and monitored meters, special investigations, tight controls over seals and protection devices, and computer-assisted inspections.
