Deterrent program reduces problems of meter tampering

In light of the increasing value of natural gas, an expanded program was developed for the detection of meter tampering and gas theft. Measures taken include the reinstitution of sealing devices, along with employee education, shop inspection of meters returned for repair or reconditioning, and billing reviews to detect changes in consumption patterns. Recently, the Illinois Commerce Commission ruled in favor of allowing utilities to recover from the responsible party all costs - including those for estimated gas use, billing, administration, and meter repair - related to a detected case of meter tampering. Nonpayment of these charges results in discontinuance of service. NI-Gas recovered about $40,000 in 50 cases of proven tampering in 1978.
