DOE spells out its home-audit rule

The Residential Conservation Service (RCS) program is a proposal and encourages the installation of energy-conservation measures, including renewable-resource measures, in existing houses, by residential customers of large electric and gas utilities as well as home-heating suppliers. It also contains material and installation standards for measures installed under the program. The RCS program applies to all utilities with annual electricity sales, other than resale, that exceed 750-million kWh, or gas sales that exceed 10-billion cu ft, as well as home-heating suppliers if a state's governor opts to include the latter in the state's plan and the supplier chooses to participate. Inclusion of nonregulated utilities in a state's plan is also left up to the governor. At the minimum, the program covers just about all investor-owned utilities (over 240 companies), plus 45 municipals and 10 co-ops.
