This Planning Guide has been designed to assist States in the preparation of Residential Conservation Service (RCS) Plans by explicitly defining the RCS Program and the Program Rule through practical examples. The Guide is organized as follows: plan preparation, submission, and implementation; plan coordination; state responsibilities; state criteria for utility activities; non-regulated utility participation; and home heating supplier participation.
