Residential conservation service in Connecticut: a profile of CONN SAVE

The state of Connecticut developed the CONN SAVE home energy audit program in 1980 in response to federal requirements of the Residential Conservation Service (RCS). CONN SAVE, Inc., a nonprofit consortium of six utilities, delivers RCS program services to eligible utility customers, including an on-site audit with energy-saving recommendations; arranging services to implement recommended actions; lists of qualified suppliers, contractors and lenders; and inspection of completed installations of measures upon request. Over 10% of the eligible customers in Connecticut have participated in CONN SAVE to date, making the program one of the more successful state RCS efforts. A description and qualitative evaluation of the CONN SAVE program are provided.
