Roadblocks to greater coal use must come down

The President of Detroit Edison finds the Carter Administration's directive to increase the use of coal to be incompatible with the existing barriers to buying and using coal. Detroit Edison supports protection of the environment per se, but objects to environmental constraints that are economically and socially self-serving. Governmental roadblocks are presently affecting coal production to such an extent that capital formation for mining, transporting, and burning coal is seriously threatened. Suggestions to neutralize the conflict include (1) identifying and responding to opponents and allies; (2) emphasizing the relationship of energy supplies to job opportunities; (3) informing the public of the economics of pollution costs; (4) finding areas of mutual agreement with conservationists and environmentalists; and (5) forming multi-disciplinary pro-energy coalitions.
