Recent oil shortages experienced in the U.S. will serve to ease environmental restrictions for energy use and resource development. Environmentalists face the prospects of seeing a relaxation of pollution control laws to allow fuller use of coal resources. The federal government is faced with the task of balancing energy production and environmental concerns. (1 diagram, 1 photo)
