This is the final report of a task force of citizens and academics who, with funding from the Appalachian Regional Commission, set out to answer that question for a sample of 80 mountain counties in the Virginias, Kentucky, Tennessee, North Carolina, and Alabama. By mobilizing and training local volunteers, the Task Force was able to examine county courthouse records and compile an impressive data base on the ownership of land and mineral rights in those counties. For these counties, the Task Force recorded all owners of 250 or more acres and all corporate or absentee owners of 20 or more acres. The picture of land ownership that emerges from the study is one of concentration (the top 5% of land owners in the sample hold 31.3% of the surface areas in these counties), of corporateness (in 10 counties, corporations own 45% or more of the surface, while in Lincoln County, West Virginia, corporate mineral holdings are equivalent to 120% of the county's surface area), and of absenteeism (38% of the land area in the survey counties). The data collected were sufficiently detailed to allow the construction of Gini coefficients within the sample, to examine the tax burden by type of owner and land use, to identify the largest land and mineral owners in these counties, and to run some statistical tests against data from other sources. The Task Force conducted interviews with local residents in 19 of the counties, although very little from these case studies is reported. The results of these investigations is a data base that might be useful to many of those interested in regional economics, natural resources, local government finance, distribution, or public choice.
