As part of its contract to design, build, and operate the SRC-I Demonstration Plant in cooperation with the US Department of Energy (DOE), International Coal Refining Company (ICRC) was required to submit a design for the plant Wastewater Treatment System that specified Zero Discharge of treated effluent as the primary operating mode. Successful implementation of Zero Discharge will rely on acceptable disposition of the 60 to 120 tons per day of evaporator cake (solid waste) generated by the demonstration plant. This three-volume report presents the results of studies that investigated the feasibility of stabilizing SRC-I solid waste in an environmentally acceptable manner. The report also describes three alternate systems for the stabilization of solid waste generated by the demonstration plant and provides a summary of costs for each system. The report includes a discussion of the impact on solid waste stabilization systems of increased production capacity in the demonstration plant. Also included is a discussion of the impact of process variations in the demonstration plant on solid waste stabilization systems.
