Evaluation of weapons-grade plutonium disposition options

The Secretary of Energy requested the National Academy of Sciences (NAS) Committee on International Security and Arms Control to evaluate disposition options for weapons-grade plutonium. The Idaho National Engineering Laboratory offered to assist the NAS in this evaluation by investigating the technical aspects of the disposition options and their capability for achieving high levels of plutonium annihilation. Evaluations were performed for 13 options, involving the following reactor and accelerator-based systems:accelerator-based conversion system; advanced light-water reactor; advanced liquid-metal reactor; modular high-temperature gas-cooled reactor; molter-salt reactor; and particle bed reactor. Each option was evaluated in 4 technical areas: fuel status, reactor or accelerator-based system status, waste-processing status, and waste-disposal status. Each option was then rated on its time to deployment.
