NUMARC/NRC interactions related to the station blackout rule

Station blackout (SBO) is the complete loss of alternating-current (ac) electrical power to essential and nonessential switchgear buses in a nuclear power plant. The Reactor Safety Study (NUREG-75/140) identified that SBOs could be an important contributor to the total risk from nuclear power plant accidents. This was confirmed in The Evaluation of Station Blackout Accidents at Nuclear Power Plants' (NUREG-1032). As a result of these and other studies the Nuclear Regulatory Commission (NRC) issued the SBO rule (10CFR50.63) in June 1988. The purpose of this paper is to discuss the nuclear industry and NRC interactions during the resolution and implementation of this important safety issue.
