Energy subsidies: an international policy

Dr. Russell feels that the criteria applied to energy production and conservation subsidies and government policies adopted to promote energy development must consider the gap that has developed because energy-consumption behavior lags behind energy realities. The economic rationale for subsidizing indigenous sources can be based on world prices, security, economic stability, manpower development, socio-economic development of specific regions, and traditional encouragement of infant industries; but the ultimate test according to Dr. Russell, should be whether the country is better off in the long run. He suggests that government subsidies of alternative technologies include a mechanism of dropping support to those processes that will not enhance national well-being, or that will not extend the world's resources. The skills and capital can then be applied to the most-promising processes. (DCK)
