Underground injection control program and potential effects on ground water

Section 1421 of the Safe Drinking Water Act requires the EPA administrator to promulgate regulations establishing minimum requirements for state underground injection control programs in order to protect existing and potential underground sources of drinking water from endangerment by undergound injection of fluids. The regulations are designed to be administratively compatible with and nonduplicative of existing state programs. Regulations for state underground injection control programs may not prescribe a requirement which interferes with or impedes underground injection in connection with oil and natural gas production, unless such a requirement is essential to protect drinking water sources. The 6 key terms of the Act are discussed. Since it is limited to wells, this program is only a first step toward a comprehensive ground water protection plan. State water resource agencies may have only peripheral concern over the possible harmful side effects of wells. EPA must adopt a strategy that effectively controls endangerment from well injection sources while not initially overwhelming the states.
