Elements necessary for the administration of research reactor facilities are specified. Organization elements include structure, areas of responsibility, staffing, selection and training of personnel, and review and audit; an organization chart is included. Written procedures must be prepared, reviewed and approved prior to initiation of such activities as: startup, operation and shutdown of the reactor; fuel loading, unloading and movement within the reactor; routine maintenance of major components; surveillance tests and calibrations; personnel radiation protection; and implementation of an emergency plan. Other elements considered include: experiment review and approval; required actions (e.g. action taken in case of safety limit violation); reports (including startup and operating reports); and records.
