The U.S. Coast Guard is promulgating final regulations on improved steering gear requirements for tank vessels of 10,000 gross tons or more which are essentially the same as those adopted by the 1978 International Conference on Tanker Safety and Pollution Prevention and which adopt those of the Port and Tanker Safety Act of 1978. The ultimate benefits and impact of the regulations will be a reduction in the probability of collision and grounding of tankers caused by steering failure and a resulting reduction in the risk of property damage, personal injury and death, and pollution of the oceans and U.S. waters. These regulations become effective 1/1/80.
