A discussion of the wide range of social (economic and environmental) trade-offs involved in decisions on LNG importation covers public safety risks imposed at LNG import terminals, including the hazards due to product characteristics and tanker and terminal operations; modeling and engineering analysis techniques used to describe these risks; advantages and disadvantages of potential risk mitigating measures, including alternative terminal siting concepts and the use of other natural gas supplies and other fuels; the problem of public acceptance of the residual risks; and a possible procedure for solving this problem.
