Environmental research scientists and consultants testified over a three-day period on the status of monitoring to enforce environmental laws and to detect potential environmental problems. The testimony covered air, ground water, and water, and marine environment pollution monitoring. The witnesses reviewed the history of monitoring programs, and suggested areas for improvement, such as the fragmentation of public and private monitoring efforts and the need for a national umbrella group to coordinate the programs. An appendix with questions and answers submitted for the record follows the testimony of the seven witnesses and their associates.
