Soviet master plan for gas growth falling apart

Russia's gas-production growth has shrunk to its lowest rate since World War II. However, the Soviets still expect to meet their commitments for big increases in natural-gas exports starting this year. One problem that is still a long way from solution is providing the means for using billions of cubic meters of casinghead gas now being flared annually in the USSR's fastest growing oil area along the Middle Ob River in W. Siberia. Russia reported a gas output gain of only 4% during the first 9 mo. of last year and conceded that government targets were not met. Growth rate was less than half of the nearly 9% hike projected for 1972. Production from the giant Vuktylskoye gas-condensate field and the Orenburgskoye gas condensate field is far behind schedule.
