An amendment to S. 1946, the Railroad Transportation Policy Act of 1979, was the subject of hearings held on February 18 and 20, 1980, when witnesses discussed the need to relax rate-setting regulations and allow the railroad more flexibility. Speaking for the amendment, Senator Russell Long expressed his concern that the recent trend in coal rates illustrates how vulnerable capitve shippers are to abusive pricing practices and the effects that jeopardizing vital coal supplies will have on the coal industry, electric utilities, and consumers. Witnesses speaking against the amendment argue that it would prevent railroad profitability, while those favoring the amendment stressed the monopoly nature of rail transportation. (DCK)
