Allen Ertel of Pennsylvania, and Susan Shanaman, chairman of the Pennsylvania Public Utilities Commission, testified on the cleanup effort at Three Mile Island and the allocation of liability for the accident. Babbitt's comments emphasized his committee's concern over the lack of a clear policy on safety issues.
