Several panels made up of representatives of electric utilities, environmental and consumer groups, and investment and insurance advisors testified at a two-day hearing reviewing efforts to finance the cleanup at Three Mile Island Unit 2. Of major concern was the rising cost of cleanup activities despite some breakthroughs, in principle, in the funding impasse. One accomplishment was the settlement among the Pennsylvania Public Utilities Commission, the state, and General Public Utilities to have Pennsylvania ratepayers help pay for the cleanup, although the controversial startup of Unit 1 is necessary to generate the revenues. Cost-sharing plans that include reactor vendors and nuclear architectural-engineering firms had not been accepted at the time of these hearings. No funds had become available.
