Utilities tackle RCS audit program

The Residential Conservation Service Program required by the National Energy Conservation Policy Act mandates that utilities encourage a wide range of residential conservaion measures. The program generated a 4.9-billion industry in the rush to help consumers save energy. Information on 28 companies that are actively soliciting the utility home-energy business is tabulated. Audits are costing more than DOE estimated and customer interest in audits is minimal.
