Utility energy conservation is working

Under the Conservation Policy Act, as administered by the Department of Energy, utilities are required to help consumers reduce fuel bills by making their homes more efficient. Many utilities have already taken a leadership role in providing such services to their customers. DOE's major thrust is the Residential Conservation Service (RCS) program, which requires large regulated and nonregulated utilities to prepare and administer programs of consumer information and services designed to promote energy conservation and the use of renewable resources in households. With a 7% annual response rate, through the RCS program households are estimated to invest an additional %6.7 billion in the purchase and installation of energy conservation measures. In return, they will realize an estimated gross savings in energy costs of /29.7 billion over the life of the measures installed.
