Members of Congress, representatives of research institutes and the nuclear industry, and government spokesmen testified during a three-day hearing on two proposed amendments to the Nuclear Non-Proliferation Act of 1978. The bills, H.R. 1417 and H.R. 3058, are a response to growing concern about proliferation and the administration's emphasis on promoting nuclear trade rather than on preventing proliferation. The amendments make end-use restrictions on technology transfers and the licensing of nuclear-related materials. The Secretary of Defense is obligated to veto questionable nuclear exports in H.R. 3058. H.R. 1417 requires nuclear exports to meet internationally recognized safeguards standards and strengthens the approval role of the Defense Department. Material on spare parts submitted for the record and 29 appendices containing the text of the two bills and other correspondence and material follows the testimony of 12 witnesses.
