How to START ending the arms race

Mr. Johansen observes that it is possible for the Reagan Administration to be highly successful in military buildup while making the US less secure. Therefore, he felt that the Strategic Arms Reductions Talks (START) going on in Geneva at the time could have a decisive impact on US security because they involve the strategic arms relationship between the US and USSR. He notes that US security requires not more missiles, not more warheads on missiles, but arms control policies that will discourage the USSR from deploying more weapons that increase the threat to the US and its allies. He sees a foreign policy designed to forgo unnecessary military advantages as dampening the arms race between the superpowers and therefore more successful in improving US security. He elaborates under the following topics: the START proposals; assessing the proposals; and a better way to START.
