The Strategic Arms Reduction Talks (START) fail to address either qualitative arms-buildup control or closing the alleged quantitative window of vulnerability. Its focus on numbers of missiles and warheads, its exemption of submarine-launched nuclear cruise missiles, and other proposals serve only to legitimize a continuing arms race. The administration is launching a weapons-modernization program while opposing the nuclear-freeze proposal. The administration's foreign policy is one of prevailing in the event of a protracted nuclear war. (DCK)
