Enhanced oil recovery gets prime-contender status

Enhanced oil recovery (EOR) now appears to be receiving the highest research priority as a way to minimize U.S. dependence on imported fuels. Changes in DOE priorities are not reflected in the 1979 budget proposals, but can still be included at hearings of the Senate Appropriations Committee. A DOE study estimates that EOR production can assume an increasing share of domestic oil production by the end of the century. Oil companies are already using EOR techniques, although price will largely determine the final amount of oil recovered by enhanced methods. EOR operations in California are running into emission problems that may require shipment to the Gulf Coast or Panama Canal for refining. Some companies are developing tertiary recovery techniques, but DOE's approach may not permit adequate returns for high-risk investment. The industry is looking for load guarantees to cover the first tertiary recovery projects.
