Initiatives to protect the seas. [EPA activities in negotiations, conventions, etc]

Participation by the US Environmental Protection Agency (EPA) in a worldwide movement to protect the marine environment includes several international initiatives, the most extensive being in the area of dumping wastes at sea. The agency is involved in the London Dumping Convention's system of permit requirements and criteria for dumping hazardous materials. Other initiatives have addressed vessel safety and pollution prevention. Many of the provisions of existing treaties will be incorporated under the umbrella of the Law of the Sea Treaty, which develops a legal framework for international cooperation. Antarctica and the Southern Ocean are emerging as new areas for environmental concern. (DCK)
