Summary of ambient air quality monitoring precision and accuracy data

Many important EPA, State, and local decisions concerning ambient air quality are based on the nationwide ambient air monitoring data obtained by State and local agencies. The State and Local Air Monitoring Stations (SLAMS) network consists of approximately 5,000 ambient air monitors that are required to meet US EPA monitoring regulations as codified in 40 CFR Part 58, including periodic tasks to determine precision and accuracy. This paper summarizes the precision and accuracy data quality results obtained from EPA`s Aerometric Information Retrieval System, Air Quality Subsystem (AIRS-AQS), for the years 1995 and 1996. Data were examined to assess data quality and determine compliance with the quality assurance requirements contained in 40 CFR Part 58, Appendix A, for the following six criteria pollutants: ozone, carbon monoxide, sulfur dioxide, nitrogen dioxide, lead, and particulate matter (PM10). In general, the overall quality of the SLAMS data is within acceptable the acceptable guidelines, {+-}15 percent for precision and {+-}20 percent for accuracy. The data reviews were performed as part of a renewed effort by EPA`s Office of Air Quality Planning and Standards (OAQPS) to assess the quality of ambient air quality monitoring and to refine its quality assurance oversight procedures for such monitoring.
