New energy conservation funds found in public housing payments to communities

Field tests in North Carolina will evaluate a new concept of financing quick-payback energy improvements in public housing through the cooperation of Public Housing Authorities (PHAs), local governments, and eventually local utility companies. PHAs have less in-lieu-of-tax contributions for local governments when energy prices are too high, so the plan calls for local governments to ''forgive'' these payments to free funds for energy improvements in expectation of substantially higher payments in the future. Besides bringing together PHAs, local governments, and local utilities in a financial partnership that benefits each, the program is sound social policy as well.
