Public power contributes more: IOUs pay proportionately less state, local taxes

A comparison of the taxes and payments in-lieu-of-taxes by public and private utilities shows that the investor-owned utilities (IOUs) pay proportionately less state and local taxes. Public power systems do not pay federal income taxes, while the taxes actually paid by IOUs were less than those charged because of tax deferral. The US average of 569 reporting public utilities was 8.3% of gross electric operating revenue paid to state and local governments, compared to 6.0% of 191 reporting IOUs. 1 table.
