Regulatory impact analysis for the NO{sub x} SIP call, FIP, and Section 126 petitions. Volume 1: Costs and economic impacts

EPA has finalized the nitrogen oxides (NO{sub x}) State implementation plan (SIP) call rule. The NO{sub x} SIP call requires selected eastern States to take actions to reduce emissions of NO{sub x} that contribute to nonattainment of ozone standards in downwind States. This Regulatory Impact Analysis (RIA) and associated analyses are intended to generally inform the public about the potential costs and economic impacts that may result from this scenario. At the same time that EPA promulgates the NO{sub x} SIP call, EPA is proposing NO{sub x} Federal implementation plans (FIPs) that may be needed if any State fails to comply with the final NO{sub x} SIP call. EPA is also proposing a response to Section 126 petitions which were filed by eight northeastern States asking EPA to address air pollution transported from upwind States. Pursuant to Executive Order 12866, this RIA presents the potential costs and economic impacts of these rulemakings.
