The evaluation of proposed offshore LNG receiving terminals

A methodology was developed to evaluate proposed offshore LNG receiving terminals. Five general categories of such terminals were evaluated: natural island facility; artificial island facility (including coastline extensions); floating facility; fixed and mobile structure; and subsea structure. The study showed that all of these offshore LNG receiving terminal concepts are technically feasible, but 6.75-8.00 yr would be required to implement such a terminal. Sufficient regulatory authority does not presently exist to enable granting all of the approvals necessary for siting, constructing, and operating any offshore receiving terminal. The cost of an offshore LNG receiving terminal was estimated at $350-$450 million. Project financing and insurance are expected to be available for projects of this size.
