Pacific Gas and Electric Co.'s recommendation that pipelines be installed without casing wherever possible is based on tests conducted to determine the effectiveness of cathodic protection on pipeline in casings. Results show that the piping can be cathodically protected only if the casing is effectively insulated from the pipeline; the protection fails if the casing is shorted to the pipe, even if the annulus is filled with low-resistivity water. An external protective current or galvanic anode material installed inside the casing are completely ineffective if the casing annulus is empty. Condensation and even bacterial growth could create an atmospheric corrosion problem that would require a better quality coating on the pipeline inside the casing.
