Portland, Oregon energy-conservation policy: a model for the nation's cities

The nationally-acclaimed Portland, Oregon Energy Conservation Policy mandates conservation measures for existing buildings, transportation, land use, and city government and provides for solar energy development. Focusing on the provisions for each of these areas, the 1979 Policy is examined in terms of its need and its significance to the energy supply situation and to the national conservation effort. Although several imperfections characteristic of first efforts are noted, the Policy shows that Portland met the real challenge, which is believing that effective conservation measures can be implemented by city government on its own initiative. 153 references.
