North-south technology transfer: a case study of petrochemicals in Latin America

Using a case-study approach that concentrates on transfers of petrochemical technology to Latin America, the authors focus on the extent to which transfer mechanism affects the ability of recipients to acquire indigenous technological capability and to operate their plants independently of suppliers. They examine the principal characteristics of suppliers and recipients in the region and their prevailing attitudes with regard to transfers. They also identify the key factors which determine the particular transfer arrangements chosen under different circumstances. The study draws on empirical research covering 280 petrochemical plants in seven countries: Argentina, Brazil, Chile, Colombia, Mexico, Peru, and Venezuela. The 26 products manufactured in these plants made up most of Latin America's existing and planned output of high-volume petrochemical (with the exception of some synthetic fibers) in 1976. 166 references, 38 tables.
