Most utilities seeking to reduce future capacity requirements through Demand-Side Management (DSM) develop and run their own programs. An innovative alternative is utility contracting to bulk purchase DSM implementation from a third party. This paper describes the concept and development of such a program at New England Electric System subsidiary companies. This approach provides the utility with a marketplace of Demand-Side capacity and price alternatives.
