As the utility resource planning process becomes more challenging, competitive procurement via bidding has been proven a viable method of purchasing new generation resources. Consequently, some utilities and states are also using bidding to obtain demand-side management (DSM) resources. This method poses some additional complications due to the customer service orientation of DSM. This report, drawing on competitive procurement experience at more than 15 utilities, provides step-by-step information on procurement methods and integrated resource planning, broad considerations of DSM procurement, development of the solicitation process, proposal evaluation, contract negotiations and pricing provisions, measurement of DSM savings, internal logistics and administrative procedures, experience to date, and emerging DSM issues. The logistics of third-party DSM procurement share much in common with supply-side competitive procurements. However, issues of impact measurement and interaction between utilities and third parties are unique to DSM, further challenging the ability of utilities to successfully implement DSM. 48 refs., 5 figs., 4 tabs.
