The major judicial developments under the Clean Water Act involved several sections of the Act and covered effluent limitations guidelines, pretreatment regulations, inspection and entry rights, enforcement, oil spill liability, nonpoint source permits, dredge and fill permits, citizen's suits and attorneys, fees, and several Title II issues. The Environmental Protection Agency (EPA) issued amended regulations as a result of some of the litigation. Developments involving the Safe Drinking Water Act included 17 civil lawsuits for alleged violations and a suit by two environmental groups for failure to enforce Underground Injection Control programs. EPA used its emergency authority for the first time against a public water supplier. 227 references.
