Joint action aids conservation in California. [Northern California Power Agency will use ''circuit riders'']

California's 28 publicly owned local electric utilities are finding that joint action allows opportunities for conservation programs as well as the benefits of large-scale power generation. Customers of the Los Angeles Department of Water and Power effected a 17 percent reduction in consumption, the largest reduction to be achieved by any utility in the country. Member utilities of a grant-financed joint program (Northern California Power Agency, NCPA) were able to establish a central staff and develop a residential conservation program for each of the participating utilities. NCPA anticipates that the large utilities will assist smaller companies with their conservation programs in the future. Small isolated utility systems can especially benefit from this type of cooperative effort.
