After a two-year delay, the Synthetic Fuels Corporation (SFC) is beginning its first financial commitments to a few technologies and plants. Front-runners in the competition for SFC support are in the final stages of negotiation. The scaled-down, controversial program is criticized by some for the strict free-market demands of the Reagan administration and by others for selling out to big business. (DCK)
