The West Enfield Hydroelectric Facility is a low head, 13 megawatt electrical power plant. The powerhouse contains two 5.1 meter horizontal pit turbines including in-line speed increasers, 7.25 MVA generators, switchgear, and instrumentation and control systems. The control system includes turbine/generator monitoring and sequencing, kilowatt loading/unloading, pond level control, radial gate control, and overall plant operation. The programmable logic controller (PLC) sequences the station equipment as well as performing mathematical functions. A microprocessor PID instrumentation controller regulates the pond level by modulating the hydro turbines and the radial (sluice) gates. The PLC processes all information used by the supervisory control and data acquisition (SCADA) system. This paper describes the project's design goals and concepts, system configuration and programming, startup experience, and operating results for the hydroelectric generating facility.
