Sense and nonsense about world oil

Reviewing a 1982 book by Melvin Conant, the author states that noneconomic assumptions are irrelevant in evaluating the quest for a global allocation agreement between oil-exporting and oil-importing countries as oil supplies become scarce. He argues that price, not access, is the problem, and that intervention should offer disguised price increases and allow market forces to function. Conant responds that, since governments do intervene in noneconomic ways, it is pragmatic for economists and political scientists to try to understand how these noneconomic forces work. 2 references.
